Peterit's not **exclusively** that. you could probably argue it really started when Ford pardoned Nixon. but in my lifetime, i watched judge after judge after judge fold to executive power grabs. the executive tortured people with impunity, spied on American citizens, assassinated American citizens with drones, used the FBI to surveil and frame Muslims, and built and maintained an illegal detention center at Guantanamo Bay. all completely bipartisan.
