USAID seems to be rife with corruption and long overdue for an audit
AND
despite that, some of its projects are worthy and crucial
AND
smashing everything immediately is causing more damage than an orderly audit and paring-down
AND
the latter may not have been possible, hence extreme measures
AND
it's still causing harm
