Happy Jack Frost@Phil Congress allocated money for an agency to a task. Congress chose not to specifically determine what is to be done with the money, they have the power to do that. Congress knows what the agency's do with the money they are given. There is nothing illegal about buying condoms for anyone. Can you tell me what law condom purchases violate?
