@xanovsky @chrisamaphone @samth @adrian @palvaro that definitely means to me that the shutdown is ongoing, and has no definitive end point given an undefined and unacceptable “comprehensive review of our projects, programs and activities to be compliant with the existing executive orders” apparently being conducted.

The freeze is not merely “not over” subject to future White House action, it appears to be fully ongoing despite a court order to the contrary!
