@AsukaNeko The problem is much like abortion. You can say "oh, but this kills more black babies than white babies" but the problem it is a poisonous social norm.

It would be effective, but then you'll have people saying "we should have indentured servants for THIS" and so on - it's better to go the legal route, and have people diverted to a work rehab instead of jail.
