He tells me that most people he sees don't want to get well because they'll lose benefits. They self-refer back to him when things get really bad, then carry on as usual, so they're stuck in a cycle of not getting better. He has no way of prioritising patients who might benefit from his time because he doesn't get a say in which patients come his way.
He refused to take on a referral (a patient who'd been back and forth a few times) and was told by his manager that he couldn't use the word *refuse* because it had negative connotations.
This is the mess we're in.
