I haven't noticed a change.

Libraries are at the mercy of publishers regarding ebook pricing. Not Overdrive.

There are numerous former public libriarians who work at Overdrive, they don't regard it as an evil place.

There's another similar company Cloudlibrary. I imagine their pricing stucture is similar cuz it's the publishers' game.
