The peaceful transfer of power starts with the concession of the loser, if applicable, continues with the preparation of the in-comer's team, is effectuated by counting the electoral votes in the joint session of Congress, on Jan 6, and ends with the inauguration of the new president and the departure of the old. The only mandatory act during the inauguration is for the new POTUS to take the oath, the rest is not.
