Putin will increase attacks on communications cables and the internet. He will simultaneously employ disinformation and wage campaigns to attract far right sympathizers. In the case of Ukraine, we know Putin prioritizes attacks on, power plants, dams, railways, hospitals, civilian housing, schools, pipelines and ports.
Attacks against civilian infrastructures are not random. They are part of a much larger calculation where their military might plays only a small role.
