Ship minds have specific trans dimensional chat rooms where no drone and human can enter. communicate in real time across the galaxy to debate matters of any real importance.

Humans and drones are quite sadly a very trained pet class they throw at the rest of the galactic ant farm doing diplomacy, propaganda and meat sack things.

Only real contestant is a old race that uses virtual crews to match a ship mind but they fucked off on some kind of religious rapture. I believe the ship minds purely do this entire civ thing because they are fucking bored.
