Employers like H-1B not because they can pay them less, but because H-1B have fewer rights than Americans. They can't easily change jobs, for one.

I will say though that being a H-1B worker at Apple or Microsoft or Google or any tech startup for that matter is very different from being one at a large outsourcing firm, like Wipro or Infosys or Cognizant.
