You'd need to somehow get a lot of people on board with extrajudicially killing people deemed morally corrupted. Assuming such a event ever happened, I'm just sure it would be organic. And if it were organic, there's no way it would be exploited by well organized and funded interests and certainly not by people who laid the foundation to begin with.
