In the 2019 text on the democratic legitimacy of environmental policy that I wrote with the Gvmt's Council on the Environment, we reiterated there are 3 forms of legitimacy, all necessary:
* material legitimacy, as provided by facts ("govern to avoid harm")
* constitutional legitimacy, as provided by the constitution ("govern without violating self-imposed norms")
* popular legitimacy, as provided by the support of the people for gvmt and constitution ("this is our state & these our rules")
