I know a question has to be simplified to be asked, but... governance is a whole lot more than the tools (registration selection) or organising entities (volunteer, dictators-for-life).
It's one part cultural. Read: how do conflicts arise, and how are they addressed?
It's also the hard question of financial sustainability: how do we make sure we have models that deliver, day after day, month after month, and year after year?
And, finally, about how to manage loss.
