To the point where their money was huge and heavy to make transactions difficult. So. The island state of Aegina (enemy of Athens) offered them off shore banking services. Spartans would store their wealth there away from spartan (or Athenian) jurisdiction and would travel there to enjoy it and spend it or do business.
    So you see, you DO conquer the world by tax evading because taxation is immoral and evading it is moral.
    Don't even get me started on byzantine (east roman) tax code, a disgrace, and how we punched it full of holes, as we should.
