So there's this big block of green space right at the center of Tokyo, at the entrance to the bay, that seems to all be public land. When I entered the block a sign informed me I was entering the boundary of historical Edo Castle. There seem to be several different sectors, one of which is the "Kitanomaru Park" I'm in now which houses a bunch of museums and the national archives, and one of which is the modern imperial palace. I'm sure Wikipedia explains the exact arrangement somewhere.
