I read Isaac Asimov's Foundation series over 40 years ago. However, I recall a character called The Mule who could telepathically change people's minds to do what he wanted. He used his power to seize control of the galaxy as a dictator.

The part I remember was how he wanted people to love him without having to mentally "twist" their minds, because he knew that love from someone forced wasn't authentic.

His obsession with destroying the 2nd Foundation was his undoing. https://en.m.wikipedia.org/wiki/The_Mule_(Foundation)
