Seems to me the USA-Admin intended to use this maneuver to make itself and Netanyahu look good by setting an easy and easily cheated criteria for its ultimatum, but Netanyahu is so used to being able to piss on USA and just being thanked for the champagne, that they didn't bother fulfilling its own part in what was intended to make itself look good,
so then the USA-Admin is left there having to explain away this becoming just another one of its "red lines" just totally ignored by Israel.
