    RUSSIA"S 21% INTEREST RATE

    The Central Bank of Russia does not rule out raising the key rate in December at the final meeting of the board of directors in order to bring inflation back to the 4% target, Central Bank deputy chairman Alexei Zabotkin said.

    He hinted that even that might not help.
