Food for thought: mass deportations are very hard, if not impossible, from a logistical perspective. What is way easier is putting masses of people into prison camps. The only thing that is "better" than paying people very little for their labor is paying them nothing instead.
Nazi concentration camps didn't start as death camps, but "normal" labor camps, while the general population was only being told that the Jews etc. were being taken "away(deported)".
