Fascism is a transitional form of government because it depends on conquest in the Italian sense and even by German standards. All of these systems are going to be by and for the people of the nation anyway, which is why Chinese "communism" is more of a national socialism than communism and why Italian fascism was about crushing the mob and eating gabagool.
