Not if they don't know they've been purged, don't know about same day registration, aren't told about it at the poll (can't necessarily rely on poll workers - I registered at DMV, was turned away at the poll in a Republican county &, even after traveling to the Registrar's office, was never offered a provisional ballot, didn't know I was entitled to one) or don't have the means or time to travel to their registrar's office voting day:
