Adulting Question!

I noticed some water damage in a small corner of our basement. Brown discoloration on our white baseboards. Likely from a nasty storm a couple of weeks ago that seeped in behind the drywall.

It's only about 2ft of discoloration but clearly water is getting in from somewhere

What are my options? What kind of professional can help determine the source of a leak from outside? Do I make an insurance claim?
