I wonder what keeps the game from being released/no-longer early access. Is there a story in the game he's hoping to complete?

I'm not a big fan of early access games. It took years to get the next act in Kentucky Route Zero, and The Coffin of Andy and Leyley still hasn't gotten its next chapter (although it looks like the next release will be the entire game at lest).
