Why do we need servers for running communications apps, like WhatsApp, Messenger, etc?

If our mobiles are constantly connected there's no reason our phones can be federated as a network and send messages between each other. Using polling (because let's face it, seldom do we need to be reachable every fucking second of our lives) it shouldn't take too much power in the background either.
