The rest is used for cooling or used in the manufacturing process of chips via ultra purified water.
But that still represents billions and billions of liters of drinkable water.
Overall this wouldn't be an issue if hardware wasn't made to be tossed away every year and be freaking repairable, aka not proprietary.
