It appears there are many 漢字 for different facets of noise, like "to make noise" 騒 https://www.kanjidamage.com/kanji/496-make-noise-%E9%A8%92 and "noisy fight or quarrel" 喧 https://www.kanjidamage.com/kanji/131-fight-or-quarrel-%E5%96%A7 but no exact match for "noisy" in English.

I've found a 漢字 that is defined as "noisy" in the dictionary and has an ear in it; 聒, but that doesn't seem commonly used.
