The #exploding #pagers are not devices that can be called with a phone number like I read by the usual angry people. These are devices used by closed groups building their own communications network.
The devices are configured to be clients of one single network at a time. Civilians would rarely have a new pager with booby-trapped batteries **and** be connected to HezbollahNet.
This is very targeted and crippling* attack.
