wha? is that server side (an admin sets it) or client side (the user does, per user)?

DMs are the simplest thing, just, don't post to your /followers but only to the inbox of those mentioned...

if it's a client side filter that just hides DMs from people that you don't follow, okay i guess, but otherwise why complicate it
