There's a ton of nuance but if you're going to get out and present your weapon, you shouldn't be pulling the trigger until you know you're on target. The only exception to this is if you're point shooting at something within a few feet of you, like an attacker with a knife closing distance. Even still, that has to be practiced as it's not cut and dry.
