    Speculation: It's the pump, not producing enough pressure to blast water throughout the dishwasher. might be the motor that drives the pump...

    Caveat: Dammit, Sam, I'm SysAdmin, not an appliance repair guy. And my own dishwasher has been out of service for years because the pump doesn't pump.
