In this case it makes fun of "fedi nerds" which means extremely enthusiastic and socially maladapted demographics of federated networks, primarily connected via activity pub interchange protocol, being unable to "stop being horny", which aside from it's literal meaning of something resembling a horn, or having horns, can in some slangs also be interpreted as having sexual arousal, towards the "sonic", a blue stylized fast-moving hedgehog character from nintendo arcade games most prominently released on 90s tv console devices.
The vagueness of the term used allows to reconcile obvious triviality of the challenge presented by stretching the definition to the absurd limit, creating incongruous juxtaposition of the presumably intended meaning and the meaning broad enough to actually make the challenge impossible, creating the secondary comedic effect.
