To her list, I’ll add: when everyone uses something, the people with power tend to make sure it gets some degree of upkeep and doesn’t totally suck. (Think interstates, parks, social security.)

When it’s need-based, we as a society seem to be just fine with giving it an air of punishment. (Think food stamps, unemployment and disability benefits, public housing.)
