Regression to the mean is a real thing, but by that same set of logic and general HBD, so is genetic stock and heritability. Culture influences people more than this sphere likes to acknowledge IMO, which is partially why older Black people are functionally more normal and can operate in White society. Their formative years had a better and more strict culture to mold them in.
