I have seen it mentioned recently that many users don't always find #Mastodon the welcoming community it is intended to be. I wonder if a contributing factor may be that most #moderators are amateurs and have had little if any training. A lot identify as belonging to marginalised groups, and probably believe that this makes them more sensitive to injustice, but it may make them compacent and slower to respond to problems that don't relate to their identity.
