If the state were wise, they'd be doing everything they could to support homeowners in building back climate-wise. (Including not building back in areas where it's just too dangerous to do so...and supporting those owners/renters in finding safe new homes).
About the only silver lining that could arise from fires burning things to the ground would be the ability to build entirely new, according to the best evidence-based standards for energy savings, seismic standards, and climate resilience.
