The AGPLv3 partially solves the SaaSS problem, as permission to modify the software is granted just as long as the source code is made available to those who's computing is done by the software.
Businesses that just use the software without modifying it don't tend to have any complaints with the AGPLv3.
google's business model is modifying the software to make it spy on the user and google doesn't like how they'd have to provide evidence of the criminal spying to the customers, so they've banned usage of AGPLv3 software.
