This is what happens when you militarize the police and everyone wants in on the action. You have Secret Service running the show, but the local cops don't want to be left out so they insert themselves because of jurisdiction. The sheriff is the chief law engorgement person in the county, so by God HIS men will be there, too. Then there is the private security wild card. Everyone thinks they should be running things, and they're all playing their cards close to their chest, so you don't get the interagency cooperation necessary to effectively accomplish the goal, which is to protect one person.
