DB@alexblock What a great question! Because I am a geek I was reading their IRS Form 990, which is the accounting statement filed by charities (yes, they are a charity). The 990 lists activities outside of the US: Europe, Latin America, Russia) so in theory anyone can file. This is not my area of expertise but what the fuck, you know? Posting a link shortly
