Bruce Elrick@evan I've been listening to Parliamentary America in audiobook form. The author believes his proposal has the best chance of succeeding because it preserves the existing House, only expanding it, so incumbents don't feel threatened. The proposal is much more than that and I'm not done listening to it, but it is interesting.
