Partially achieved twice in U.S. history:
Inaugural Earth Day march in 1970 was 20 million people (when the threshold was 7 million); not sustained, though we did get an updated Clean Air Act.
George Floyd protests, estimated at 15-20 million; sustained… yet only until white liberals won their election.
