Things that will help the reader see it in their mind and put themself into the scene.
Things that might be important to the action. (If someone's going to escape out a window, I need to establish that the window exists *beforehand*, so it's not a deus ex machina.)
Things that connect the place or setting to the soul or magic of the City.
