It should be possible to share posts so that they can be found via hashtags across the fediverse without having to make them web-public. It should be possible to share posts instance-only. And having other instances respect whether content should be indexed should be part of the good-faith expectations of peer instances across the fediverse. Otherwise all the promises and guarantees are just utter tosh.
