There was a period in Europe where the conflict of laws rules basically allowed the applicable substantive law to follow the person, so a Frenchman in Germany would have been governed by substantive French Law applied via German procedural law. I'd have to go back and look to see the exact dates this was the case. Nonetheless, this seems like where are headed, and not for the good.
