Culturally, Bavaria is mostly Austrian.

Other German states would not join Austria because religion wars (HRE). South Germans were Catholic, North Germans were Protestants.

During that time, German people wouldn't identify by nationhood but by religion.

We can safely say Prussia united all German-Protestant people, Württembeg, Baden and Bavaria (Catholics).
