I sent a report to the Debian maintainer for systemd as you suggested, asking for this specific file to be excluded from the Debian packaging.

I am not going to share a direct link here because I would not want a Fediverse crowd to start spamming the report (seriously people, please don’t, that would be highly counter-productive), but it should be really easy to find if you would like to see it.
