    All of these vectors are obvious.

    Yet Tom Vilsack (Big Ag dairy rep who heads USDA), has taken the "do nothing & wait for it to fix itself" approach, rather than protect citizens against the greed & anti-social behavior of dairy businessmen, who refuse testing.
