It's the opening line of the national anthem of Germany, but for a period of time the phrase referred heavily to Nazi beliefs that Germans were superior to everyone else. When you say "X uber alles" it's a joke meaning it's the "Master Race" or "Ubermensch" or whatever.
I considered posting "Heil Gentoo!" instead, but chose not to because that would imply Gentoo was a person, whereas "Gentoo uber alles" implies it is a country, ideology, or movment.
