The United States is really the issue though. It's why there's an effort to collapse it. The federal system does make enforcement difficult. State officers cannot be forced to enforce federal law, including treaties. Thus, a few rogue states can be a problem, because it increases the cost of enforcement to the fed and pushes it to near violation of posse comitatus in any full blow on the ground enforcement.
