I'd say horizontality. Lack of transparency tend to result from (and also result in) hierarchy. Information asymmetry is a form of power. You still have a certain amount of cliques, dishonesty, etc, but it's not structurally reinforced in the same way.

The most transparent org I've been in in my food co-op. If anything, the problem is that more info is disseminated than people are usually willing to bother reading.
